This book examines the immediate business need for the Centre of Excellence for Applied Research and Training (CERT) for the field of education and training in the United Arab Emirates (UAE). This study used the gap analysis problem-solving framework (Clark & Estes, 2008) to help achieve the goal of formalizing business approaches with the police and defense industry. The purpose of this study was to identify the knowledge and skills, motivational, and organizational issues causing a gap in CERTs project managers performance within education and training department in terms of achieving the targeted goal.
