This volume examines European Union policy instruments affecting the urban domain through the lens of Europeanisation. This volume examines European Union policy instruments affecting the urban domain through the lens of Europeanisation. Instead of looking at EU instruments that are formally consecrated to cities, theoretical public policy analysis explores the arenas and causal mechanisms that structure the encounter between the EU and urban governance. The core variables that explain change concern the status of actors preferences and the payoffs from Europeanisation. Their combination creates a four-dimensional space. We can therefore develop a typology for the modes of Europeanisation that chimes with current theorisations on the EU modes of governance. Dossi considers four modes of Europeanisation, which he analyses to grasp the essence of EU instruments and initiatives. The eventual Europeanisation of urban systems depends on the nature of strategic interaction, not on the legal tools designated explicitly for citiesTable of ContentsList of Figures and Tables xiiiList of Abbreviations xvAcknowledgements xixPreface xxiChapter One Introduction 1PART I Contextualising Europeanisation of Cities 5Chapter Two Territorial Governance and Regulation in Europe 72.1 Introduction 72.2 Contextualising governance within urban systems 72.3 The urban policy of the EU 92.4 From government to governance within urban systems? 142.5 Concluding remarks 15Chapter Three Europeanisation: Concepts and Agendas for Research 173.1 Introduction 173.2 Europeanisation: definition and the problems of establishingcausality 193.3 Europeanisation the urban way 213.4 Concluding remarks 23Chapter Four Mechanisms and Modes of Europeanisation 274.1 Introduction 274.2 For a public policy analysis of cities Europeanisation 284.3 Policy instruments and the new tools of public intervention 30Policy instruments: definitions and classifications 30Changing instruments of urban policy 32SoclCÁ
