    AUTHOR BIO

    J. Russell Boulding first began working in the environmental field in 1973 when he helped set up the Environmental Defense Fund's Denver Office, and has been a free-lance environmental consultant since 1977 when he established Boulding Soil-Water Consulting in Bloomington, Indiana. He has a B.A. in Geology (1970) from Antioch College, Yellow Springs, Ohio, and an M.S. in Water Resources Management (1975) from the University of Wisconsin/Madison. From 1975 to 1977 he was a soil scientist with the Indiana Department of Natural Resources and mapped soils in southern Indiana on a cooperative program with tlcF
