Using concrete cases drawn from fieldwork in rural Burkina Faso, Engberg-Pedersen shows how nongovernmental organizations' activities with women's groups, natural resource management projects, decentralization policies, and rural democratization advocates must enter an arena of local struggle for resources and status.
