This monograph is dedicated to a new macro-theory of electromagnetics and to a group of fundamental issues, related to that theory. This work is an attempt to break the classic approach for introducing the basic concepts, quantities and laws, giving the foundation for the perception of different electromagnetic effects and phenomena. A model of the magnetic field is proposed, accompanied by the use of new quantities and concepts, through which the existing electromagnetic laws and quantities can be perceived in a completely new and natural way in a whole, which the classic theory does not offer. A dynamic model of the propagating electromagnetic wave, different from the classic one, is presented, too. A new principle of reactivity is introduced on the basis of a new method of the moments, which gives the opportunity to reform the set of Maxwells equations, showing that all they have a connection with the principle of continuity of the total current  the law of Kirchhoff-Lenz. The rotary theory is based on ten new physical theorems, which are presented, too.
